With eloquence and often fervor, members of the Rappahannock County School Board and the public appealed to saturnine Rappahannock County supervisors in a give-and-take joint session Tuesday to approve $3.7 million in funding for what school officials described as “necessary and needed” proposed improvements.
The 90-minute session was attended by 35 members of the public, the School Board, and supervisors, who sat in folding chairs at two facing tables in the high school’s modem sodiumlighted band room. It was led off by Supt. Robert “Bob” Chappell, in a conservative dark threebutton suit and tie.
Up for consideration, some might say a sales “pitch,” was a slate of six publicly-funded onetime budget items:
• A new sloping roof for the Rappahannock County Elementary School ($633,000);
• An upgraded electrical system for the elementary school ($390,000);
• An air conditioning system
