“Is this what we believe? That transportation is not a priority?” said Annandale Delegate Vivian Watts (D-39th). “Swamps throughout Virginia are silent today because of all the toads we’ve had to swallow to make these votes.”

Carrying out her “swamp” analogy, Watts referred to transportation as the “Creature from the Black Lagoon” that would come back to haunt the legislature.

“We could've done $100 million,” Callahan said. “We could have taken it from someplace else. But what does that get you when you spread it across the state?”
