The step President Bush must take now in Iraq is to admit a strategic mistake and go back — with Iraqi forces — to clean out the several major leadership, recruiting, equipment and attack base hideouts of the militant insurgents which are growing in known places like Fallujah.
If we fail to do this, experience indicates that Iraq will degenerate into open civil war by early 2005, with the entire Iraq effort sinking into a new quagmire.
