Traffic issue
CCC’s Perry Cabot discussed the impact of traffic, an issue of special interest for many Rappahannock residents who commute to and from Northern Virginia each workday using Route 211.
Cabot noted VDOTs planned use of a bridge over Route 211 was not wanted by Culpeper County at Clevenger’s Comer. He said as a compromise, VDOT accepted an occasional level of congestion in the area equal to that of Main Street in the Tbwn of Culpeper at noon time.
Cabot also disputed VDOTs claim that up to the year 2010, traffic at the intersection would be about equal to that of rush hour there now, saying that VDOT made use of an averaging methodology for turn lanes, whereas in reality one turn lane might be excessively stacked up. He agreed with VDOT that traffic would be unacceptable after 2010 when more buildout was to occur.
For Culpeper County citizens, the most important concern appeared to be whether the Centex Homes project would be profitable to Culpeper County. Cabot disputed some of the basic assumptions used in a Centex contractor’s fiscal analysis study.
