flawed. First, after nearly a year, it is apparent that these fees would not have generated anywhere near the amount of revenue projected. Moreover, Virginians objected strongly to the inclusion of seemingly minor traffic offenses among those eligible for the imposition of the massive fees. To add insult to injury, Governor Kaine amended the plan when it reached his desk, eliminating the application of the fees to out-of-state drivers, making it a “Virginian-only” fee.
In what should have been a predictable reaction, Virginians revolted. Even more predictably, legislators have rushed to repeal the fees.
