CHAIRMAN Newbill Miller asked the Board what should be done about the dog fund. Tag payments won’t be due until November, and how will the warden be paid in the meantime Miller wanted to know.
Last month, the Board voted to transfer sufficient funds from the general treasury to pay the warden’s salary, a procedure that Commonwealth’s Attorney George Davis (who was not present at that meeting) now thinks may have been illegal.
Davis read extensively from state statutes about dogs in an attempt to guide the Supervisors last Thursday. Among other things, he found that laws amended as of 1970 seemed to have made Rappahannock’s higher fee for female German Shepherds unlawful; only a maximum of $5 per dog can be charged.
“If you raised the dog tag here to $5 per dog it would raise a revolution,” Davis commented.
