“I think we’ll have to double our income to put the dog fund on a pay-asyou-go basis,” said Miller. Davis agreed, adding that ‘‘the general fund sure can’t carry it.”
“WE PAID the warden last month out of the general fund,” noted Herbert Foster. “It wasn’t legal,” replied Davis. Everybody blanched.
“Are you sure?” asked Miller. “Well, I’m not absolutely positive,” said Davis, and he started reading the statutes again.
Read Davis: “If you have a contract, and it’s to be paid out of a special fund. .. .The State Statute says the salary shall be paid out of the dog fund.. .The county shall pay.. .from such special funds and have no authority to supplement..”
Supervisor Wood and Miller toyed with the possibility of simply abolishing the dog fund altogether. “I don’t know why you’d do that,” said Davis.
