As far as planning controls are concerned, Fauquier is “fairly well off because of its comprehensive plan, zoning ordinances, &c.,” Handorf believes. The county is “far more sophisticated” in this respect that the other jurisdictions in Region Eight. One reason, he thinks, “is that Fauquier has been looking to the north for guidance — to Fairfax and other areas like that — while the other counties have been looking to the south.”
ONE OF THE results of this “looking to the north” is Fauquier’s current interest in Loudoun County’s “Article 12,” the provision of that county’s zoning ordinance which requires new developers to pay for the capital cost items their developments create.
Following Fauquier’s example in this respect, Handorf says, are Stafford, Prince Edward and Culpeper counties. Culpeper is particularly interested, since it is currently faced with such problems as a proposed 300unit “planned community.”
