“THERE HAVE been some fears that these Regional Districts might take away some of the prerogatives of local government,” Handorf notes. “But at the same time, as I see it, they do give us an opportunity for one man to go to Washington or Richmond and talk for a larger population — of up to 75,000, 78,000 people.
“This is important since more and more state and federal grants are being approved on a regional basis, for everything from regional sewage treatment plants, to development of water resources, to law s enforcement communications networks. And these grants mean 75 per cent of the needed funds, or more.”
