“We pay fair market value,” said Newbill Miller. “Maybe you might pay just 75 per cent, or 50 per cent,” said Luke. “They pay taxes on the full assessment,” noted Herbert Foster.
Wood turned to Dog Warden Bruce: “Jack, would you be willing to take a vacation to the first of the year.”
“I’d have to consider that,” said Bruce. “But I think I’m the lowest paid warden in the area, anyway. In Culpeper, they just raised the salary $100 a mongh, starting July 1, and they have 100 kennel tags over there.
“I can’t starve; I can’t hibernate until the first of the year.”
“But we can’t pay you, anyway,” said Wood. “It wouldn’t be any use to work if you couldn’t get any money for it, would it?”
“It’d be the biggest mess anyone has seen if everything is discontinued. You’ll see the court house full of people then,” replied the Dog Warden.
“I think the five of us are liable for the money we paid you last month,” commented Newbill Miller.
“THIS DOG thing is going to take up all our time and I’ve got some silage to get in,” said Herbert Foster.
“Then I move we make the tags $3 to $5,” said Wood. Davis and Clerk Jones retreated to Judge Rayner Snead’s office to persue the law books there; the Supervisors sat and waited and chatted further about the problem.
“Sometimes things that appear unimportant seem to take most of our time, like dumps and dogs,” said Miller.
Wood refined his motion to $3, $3 and $5, with no differential for German shepherds, and for doubling the kennel fees. He moved that this proposal be advertised and set for a hearing at the October meeting.
All voted yes, except Foster, who asked Warden Bruce to bring back some figures “on how many dogs there are and how much money this would bring in — then we’ll know whether we can adjust downwards or what.” Bruce said he would.
It was 11:15 by that time, and the Supervisors moved on to other county business. □
