RAPPAHANNOCK is still in a position to show other Virginia jurisdictions the proper way to deal with one of the recurring headaches of life in a rural area. The headache is called “health hazard,” and it’s the way the State Health Department and the State Water Control Board refer to bad situations which have developed because of toodense development, modern plumbing’s impact on villages which were founded in another century, or from unwise development on unsuitable soil. Take any one of these ingredients, or combine a couple, and you wind up with a “health hazard.”
