He also told the Planning Commissioners that nothing in the scenic river designation will prevent construction of a reservoir above Fredericksburg for flood control. Fredericksburg, Spotsylvania and Stafford don’t want scenic river designation to hinder their eventual use of the river as a water supply, although a study has indicated they would not need to use the Rappahannock as a water supply before the year 2000.
Some property owners along the river feel they’ve protected it for 100 years and they’re best able to protect it for another 100 years, Warren said. Navigable rivers like these are owned in common by all people of Virginia, but many of the landowners don’t agree. Some of them think their property line goes out into the middle of the river.
Some of the landowners had not understood the purpose of the informational meetings and had tried to use them to make statements rather than ask questions, Warren said. But at the next meeting, a public hearing, they will have their chance to make statements of opposition or support. The hearing will be taped and the transcript will become part of the record studied by the Virginia General Assembly before deciding on the designation.
