The proposed scenic river designation of the Rappahannock and Rapidan Rivers has run into intense opposition from the officials in the Fredericksburg area who want to build a large Salem Church-type dam on the river so the area can grow faster. Many rural landowners in Orange, Culpeper and Fauquier Counties have also objected to increased recreational use of the rivers under state scenic river control. The State Parks Department would administer the rivers under the COR’s recommendation for the Rappahannock and Rapidan.
THE COR has offered a compromise with the Fredericksburg area whereby an existing dam on the Rappahannock can be raised by 20 feet, which would give more water than is needed for Fredericksburg, according to a consultant hired by the city. But Fredericksburg still wants to build a dam the size of the proposed Salem Church Dam, which was dropped as too expensive by the Corps of Engineers last year.
Supporters of the State Scenic River designation admit there are things wrong with the program, but argue that if the state does designated and control the use of the Rappahannock and Rapidan, the federal government will. This is
