Norton reported that he ’ contacted SWCB officials who checked the site and decided conditions were normal, considering the severe winter. SWCB personnel advised him to wait a couple of months in anticipation of the mess finally settling to the bottom.
“Last Friday, it was still not settled out. . .1 became concerned,” Norton continued. Upon the suggestion of School Board member Walter Masterson, Norton contacted Soil Conservationist Bill Adams.
According to Norton, Adams said two factors were influencing delayed settling action—low oxygen levels because algae growth had been killed by the freeze and lack of wind storms, which encourage sediment turnover.
Norton said Adams suggested the possibility of using an aerator and Norton discussed this solution with SWCB officials. He added that he’d been warned by SWCB people not to use any chemicals to speed up the process.
‘‘Then we had a storm . .and there’s been wind ever since. Yesterday, there was no sediment on top of the lagoon but it’s still muddy,” continued Norton. “I think our next test should be better.”
“It’s still going to be difficult for us to meet the new standards of 30 milligrams per liter set by the SWCB. I doubt seriously if we can,” Norton warned. He noted that the lagoon system . had been constructed to meet
