School Board member Paul Nichols suggested that Norton ask Washington resident Brad Fisher, a professional sanitation engineer involved in work in Montgomery County and the Potomac River, for advice. The rest of the School Board appeared to agree with Nichols’ proposal.
Norton assured the Board that no health hazard currently existed because of the effluent from the elementary school’s sewage disposal system. The lagoon has not been opened in May and there’s nothing entering the stream, he said. According to Norton, there is a possibility that this practice can continue until the end of school. “I’m letting the level in the lagoon rise,’’ he said, adding that he hoped “no flow” conditions would aid settling residue. "There’s no health hazard but we have 60 parts per million, not 48,” Norton concluded.
“The problem is regulatory, not real,” commented Board Chairman E. N. Montague.
“I just wanted you to be informed,” Norton responded.
