community needs generally. Can we now agree upon policies which would work to enhance the best interests of all citizens in such a way as to persuade decision makers? Is it possible to show that hills covered with trees, lowlands planted in crops and pasture are essential for the survival of a free and functioning society? Can we devise means to satisfy the educational aspirations, transportation needs, employment opportunities and housing needs, to strengthen the life-enhancing qualities of our communities?
Every international and national issue is manifest in a local situation, subject to local forces. Our state and national governments assume communities whose citizens seek representation of their interests* Law recognizes the unique quality of each piece of land. How can that unique quality be articulated through constructive state and national policies which husband our resources—land and people? What is wanting are institutional and legal supports for planning. How can a community best go about its business when there are no agreed upon basic assumptions to guide us?
