Cappelle replied that Madison, a county similar in many respects to Rappahannock, had a good plan but that it had only been adopted three months ago and so hadn’t yet been adequately tested. “1 wouldn’t take the time out to drive over to she Culpeper's plan,” he said and noted that Fauquier County is in the middle of revising the Comprehensive Plan there.
Fauquier's first plan didn't work anyway. Miller interjected.
What Not To Do
"That’s very true,” agreed Cappelle, adding that Fauquier County could serve as a good example to Rappahannock on “what not to do" with a Comprehensive Plan. He suggested that plans from counties with land in the Shenandoah National Park be examined by the Commissioners.
Luke noted that the Rockingham County plan had been adopted after a series of meetings in the various communities there with great involvement.
Barksdale agreed that this would also be the course to follow in formulating a plan for Rappahannock, noting that community meetings had been held throughout the county to garner citizen opinion on the zoning ordinance before it was adopted.
If the Plan is at all controversial, then people will turn out for hearings, added Miller. At his suggestion. Chairman Barksdale- asked Baumgardner to secure copies of ^Comprehensive Plans from Rockingham, Madison and Orange for the Planners to study before meeting with Commission members from other counties.
