“Wall-to-wall Smokeys” was the transmission heard quite frequently from motorists with citizen band radios during the July 1 - July 7, 1977, holiday period along Interstate 95.
And the transmission was rather accurate.
The Virginia State Police, in an effort to reduce the frequency of traffic accidents and the resultant injuries and deaths, were indeed “wall-towall” from the Richmond City Limits to Washington, D.C., during a one-week operation initiated by Major C. M. Boldin, Field Supervisor of the Department.
According to Major Boldin, 20 troopers and two supervising sergeants from Division I, Richmond, were assigned to patrol 1-95 from the Richmond City Limits to the Spotsylvania-Stafford County Line for one eighthour shift each day between July 1 and July 7.
