Tobacco farm laborers in Honduras, even though some are unionized, are paid only $1.50 per day, according to Erlinda Hernandez. “They were paid only $1 before the Union came,” she added.
Mrs. Hernandez, recording secretary of a tobacco worker’s trade union, was one of 40 some Latin American women attending a recent session at the American Institute for Free Labor Development outside of Front Royal. The Institute, established in 1962, is dedicated to helping the workers in. Latin America and the Caribbean raise their standard of living by building strong, democratic labor organizations.
Created by the AFL-CIO, American Institute for Free Labor Development (AIFLD) programs are sponsored by American labor, business and government with the major portion of funding supplied by the government. The Front Royal Center is only a small part of a total AIFLD effort that includes assistance in construction of housing for Latin American workers, establishment of the first workers’ housing bank and provision of interest-free loans for financing such projects as land purchase, construction of community centers and gymnasiums and the purchase of printing equipment.
Over 2,000 labor activists, the best graduates from AIFLD in-country educational programs, have been trained at the Front Royal center since 1966, reported Director Jack Heberly. Professors from the American labor movement and experts in specialized fields from Washington area universities serve as instructors on topics ranging from leadership training to union structure and finances, collective bargaining and political and economic systems.
