First priority on funds, he added, is given to municipal sewer systems. “For us to wait, depending on this, may be fallacious thinking,” he maintained.
Masterson asked ifthere was a possibility that the lagoon would straighten itself out and produce effluent that would meet the new requirements without having improvements made.
“I doubt it,” Bloomer answered, describing chances of this occurring as “very, very slim.” He noted that the lagoon, even when it operated properly, did not meet the new requirements on levels of suspended solids and BOD. The new requirements are “lower than this system was designed for in the first place,” commented Mr. Summers.
