Over the last 16 years, according to Summers, only one black graduate from Rappahannock County High School has gone on to earn a bachelor’s degree.

When the position of elementary principal became vacant in August, Summers continued, a black applied but his application was not accepted. He added that a position on the School Board that became vacant was eliminated after a black applied He also noted that the Rappahannock County School Board had refused to adopt any affirmative action hiring guidelines aimed at raising the percentage of black educators to match the percentage of black student enrollment after the Board had met three times with Caucus representatives.
