“All is not well,” he stated. “I’m sure you’re going to hear some more from us in some school systems. I’m not going to name them now.”

White added that the Department of Health, Education and Welfare would also hear further from the Caucus, apparently in regard to alledged violation of federal minority hiring and recruitment guidelines.

Dr. Brooks said the Attorney General candidates had been invited to the meeting not to receive an endorsement from the group but to “hear some of the problems in our District.”

Deplorable conditions exist, he said, when a school system hires only one black teacher in 14 years and has only one black graduate to go on to earn a higher degree in 16 years. f

On Monday, Rappahannock Superintendent of Schools Dr. William Bloomer acknowledged that the county had received an application for the elementary principal position from a black. There has been no action on any of the applications received to date, according to Bloomer. All applications have been simply filed.

Bloomer said that the School Board had authorized that the vacant position be advertized and applications accepted. He added that no screening had been done as yet.

At a meeting with Caucus representatives last week, the Superintendent said he restated the School Board’s previously announced position of nondiscrimination regardless of age, sex, race or national origin.

“To do so would cause reverse discrimination which I feel is just as wrong^’ Bloomer stated.

Present at the meeting in Culpeper (besides the Caucus representatives), were School Board Chairman Beverly Massie, Ted Nixon, who is HEW Bureau Chief from Philadelphia, and eight to ten other local individuals, according to Bloomer.
