County landowners had their principal residence outside the county as of August, 1977.
RLEP’s survey also found a steady decline in county population “which correlates closely with the abandonment of farm operations on marginal lands.” In 1880, the county’s population was 9,291; in 1940, 7,208; in 1960, 5,368; in 1970 5,199 and in 1975, 5,500.
However, the survey found that enrollment in both county schools is at or near designed capacity, despite the declining population. Accordint to the RLEP newsletter, this “indicates that any influx of schoolage children into the county would necessitate capital outlays for new school construction.”
September 1977 enrollment of Rappahannock. High School was 453 with the building designed to hold 450. At the elementary school, enrollment stood at 782 as of September with designed capacity at 806.
