State Garden Clubs, America’s state highway and transportation agencies, and the Federal Highway Administration.
Garden clubs throughout Virginia contributed funds to buy more than 140 pounds of wildflower seed. Representatives of the federation’s six districts worked with the Highway and Transportation Department’s Environmental Quality Division to select locations for the planting.
Employees of the department planted the seed in the spring of 1976 in beds ranging in size up to a halfacre along various sections of interstate and primary highways.
