“The General Assembly will have to wrestle with this,” said Bloomer. “They’ll have to make a determination... to authenticate the value of a diploma” and decide whether to allow localities to develop their own competency test or adopt a state-wide examination.
Bloomer predicted that the Assembly would opt for a combination of the two choices with a mandated state-wide minimum test allowing localities to add on extra requirements.
A second decision centers around when the minimum competency test will be administered. If testing is done before the senior year, it allows the school system “time to give remediation before graduation,” said Bloomer. He said he expected some competency testing to be done in elementary school, some at the intermediate level and the remainder in high school.
