was concerned about competency testing falling into the same trap as the standards of quality. Under the standards, a per pupil funding minimum was established. This figure was to be regarded as just that—the minimum allowed by the General Assembly, Bloomer stressed.
Instead, he maintained, it has almost turned into a goal, with school jurisdictions aiming at the minimum level and no higher.
“We’re trying to guard against that” with competency testing, Bloomer said. If educators direct their curriculum primarily at preparing students to pass the competency test, then the test will not serve its intended purpose, Bloomer explained.
"We have to see that the minimum does not become the maximum,” he concluded.
