your doors and windows should be caulked all the way around where they meet the siding. If the old caulking is dried up and falling out, it should be removed and replaced.
Caulking is an easy job. Your hardware dealer can show you how to load and operate an inexpensive caulking gun. It takes about half a tube of caulking material to do a typical window. Be sure to use a durable type material such as a silicone latex or a butyl rubber. Avoid the cheaper “bargain” varieties which can dry out in a year or two and cause you to do it all over again.
Another important consideration is to do your caulking during warm weather when it will flow properly into the crack and adhere tightly to the house. Real problems can occur if you try to do this when it is cold. You may need a filler material like oakum, caulking cotton, sponge 'rubber or glass fiber strips to fill large cracks or act as a backup for caulking.
