that he had put an allocation of $48,750 for three mobile units in the budget after listening to capital outlay committee discussions on how to solve space needs by August. He said the committee was still looking at long term solutions to space problems at the high school, elementary school, bus shop and central office, and as yet had made no formal recommendation.

The next committee meeting is scheduled for Monday, March 26, at 7:30 in the elementary school library.

Lucia Kilby, elementary school librarian and chairman of the Rappahannock County Education Association (RCEA), urged the board to adopt the instructional budget recommended by Dr. Bloomer.

With a total of $827,790, regular day school instruction includes three new teachers (elementary art, high school English and high school special education), the seven percent group salary increase and a new administrative position (special services coordinator).

The proposed scale has a starting salary of $9,500 with regular step increases for each year of experience up to 15 years and a salary of $13,250.

Mrs. Kilby described the seven per cent increase as a “bare minimum.” She also criticized the omission from the recommended budget of an updated supplement pay scale proposed by the RCEA. The pay schedule for extra curricular duties has not been revised in at least seven years, Mrs. Kilby said, adding that the supplements no longer accurately reflect the responsibility level for many activities.
