In the category of instructional costs, Mrs. Fountain asked Bloomer if the difference between the basic ($3,600) and recommended ($7,000) allotment for in-service education reflected cost of the $100 a day reading program evaluation approved earlier by the school board. She noted that the same evaluation services are available from the state department of education for substantially less money.
“The difference in the basic and recommended is not due entirely to the $100 a day consultant,” Bloomer replied. He explained that the higher amount in the recommended budget would fund more inservice training and workshops for teachers while allowing for the “possibility of bringing in outside consultants with the aim of improving instruction.”
Mrs. Fountain asked if the added emphasis on inservice programs meant that the administration had less confidence in teachers.
“1 feel the same way for teachers as I do for myself. We need to be periodically refreshed,” Bloomer answered.
