Scoggin agreed that vehicles traveling public roads for any distance must be licensed whether used on farm business or not. In response to a question from John Dwyer, she explained that under the proposals for changes in the county’s tax system whether or not taxes on a specific vehicle would increase or decrease would depend on the make and age of the vehicle.
Bill Fletcher described the 50 per cent reduction in licensed vehicles anticipated by Johnson as “unrealistic”' and maintained that even a 20 per cent drop would be "excessive." He noted that the county sheriffs department has made arrests a number of times for drivers exceeding the scope allowed for use of an unlicensed farm vehicle.
Fletcher advocated an “across the board change” in Rappahannock’s tax system that would include revisions in merchants capital tax as well as elimination of taxes on household goods, farm machinery and livestock. He maintained that taxes should correspond to "use of county services.”
