Ed Bailey described the proposed tax changes as “a very unfair thing for the little fellow,” pointing out that small land holdings are already assessed at a much higher rate than large parcels in Rappahannock. With his small contracting business which includes three licensed vehicles, Bailey said he’s “barely making a living now—pass this tax and you’re going to have to put me on welfare,” he told the board.
