“The farmer is sitting right on top of his living,” countered contractor Ed Foster. “I’ve got to run up and down the road to make mine,” he said, adding that he spent thousands of dollars on gas and insurance. “Why should the equipment farmers use get a tax break and not contractors’ equipment?” he asked.
Fletcher said that the standard Figures used in Rappahannock for estimating the value of household goods—$125 per room — grossly underestimates worth. On the other hand, he claimed, the farmer “puts it all down...It’s all there for everyone to see." Fletcher said that historically, the farmer has carried the tax burden in Rappahannock.
