Rejecting a request for delay until the county’s zoning ordinance is updated, the Rappahannock supervisors on Monday unanimously approved James Mills’ request to rezone one acre at Estes from agricultural to commercial for the operation of a garage and inspection station.

Jerry Mills, the owner’s son. has been running a garage at the site for about 2‘/i years and an insoection station for two months. Neither use is allowed in an agricultural zone, either by right or with a special permit. This violation, of the county's zoning regulations was not mentioned by the supervisors in their consideration of Mills’ rezoning application.

At Monday's continued public hearing William Carrigan, owner of "a very nice residential area" of 30 acres across the street from the garage, repeated his suggestion for a 25 foot wide planting of pines or other evergreens with a temporary eight foot board fence to screen the commercial lot. He acknowledged that the county’s zoning ordinance doesn’t stipulate screening of "unsightly development” but maintained that .Rappahannock's regulations need to be updated to include the requirement. He proposed that Mills’ application be postponed until the ordinance is reviewed. With the addition of a screening requirement.
