If his ideas are adopted, “farmers will still be paying the most,” Miller said. He reported that the current personal property tax on 40 to 50 cows amounts to twice as much as taxes on a house and lot, whether in the county’s villages or on a farm. "That’s not fiction, that’s fact,” he stated, adding that he’d reviewed public tax records in the commissioner of revenue’s office for his information.
H. L. Manwaring said he thought taxes should be taken off means of production whether from a farmer’s machinery and livestock or a plumber’s tools and equipment. ‘‘Most farmers are getting taxed not only on their means of production but on the production itself,” he said, citing as an example the carry-over of calves past the year in which they were born.
Manwaring added his support for further revisions in the proposed tax changes to make the county’s system more equitable. "But I still want to see the tax taken off cattle,” he concluded.
Per Cent Of House Value
Foster asked why a per cent of the assessed value of a house couldn’t replace the current personal property tax levy.
Commissioner of revenue | Merle Scoggin acknowledged ;that a property tax expert in the state department of taxation had suggested this alternative, adding that tax on a percentage of the value of a house could only be used to replace the levy on household goods, not on all personal property.
‘‘Is there a law that precludes levying a county income tax?” asked Robert Eastham.

The Rappahannock County. ASC Committee has tabulated the ballots for the community committee elections which ended December 1 and the results are as follows:
In the South section the chairman is James H. Falls while vice chairman is A.F. Cannon; regular member, I.R. Kilby; first alternate, A.Y. Stokes and second alternate. Marvin Dodson.
From the central section Thomas B. Massie was named chairman, with Michael Massie. vice chairman. Dale Welch was named regular member and first and second alternates are W.T. Wayland and Robert Dickey, respectively.
W. Clifford Latham is chairman of the north section with Aubrey North vice chairman; regular member is Thomas G. Eastham and John A. Tapp and T.V. Williams, Jr., are first and second alternates, in that order.
Community committeemen and alternates served a one year term of office which begins January 1, 1981.
At the county convention December 11, Raymond M. Johnson was elected to serve a three year term on the county committee, with Michael Massie and James Falls chosen first and second alternates, respectively. Louis Moore was elected chairman of the county committee; Raymond Johnson, vice chairman and James F. Massie regular member.
