A native of Harrisonburg. Miller. 37, received his law degree in 1969 from the T. C. Williams School of Law at the University of Richmond. He holds a bachelor’s degree in economics from Bridgewater College.
In 1971 he was elected to the House of Delegates, representing the 16th Legislative District. He was re-elected in 1973. During his two terms in the House. Miller served on the committees of Education. Agriculture. Militia and Police, and Privileges and Elections.
In 1975 he was elected to the 26th Senatorial District seat and in 1979 won a second term in the Senate. He now serves on the committees of Commerce and Labor, Transportation and Local Governments.
In 1978 he unsuccessfully sought the Republican nomination for US Senate.
He has campaigned actively for Dalton, US Rep. J. Kenneth ' Robinson of Winchester, former President Richard M. Nixon in 1972 and US Sen. John Warner of Atoka.
Miller is a member of the law firm Litten, Sipe and Miller and has financial interests in a family manufacturing company, a real estate and construction company and a Maryland radio station. Davis served as Portsmouth’s mayor from July 1974 until July 1980 when he decided against seeking reelection. He was elected chairman of the state's Democratic party in 1979 and 1980, also serving this year as co-chairman of the Carter-Mondale Reelection Committee in Virginia.
Davis, 59, is a 1938 graduate of Woodrow Wilson High School, a 1942 graduate of the College of William and Mary and a 1948 graduate of the University of Virginia Law School.
