Gardiner Not Alone
When the Rappahannock News checked on January 5, 1981, none of the county officials required to do so by law had filed the necessary disclosure forms.
According to circuit court clerk Diane Bruce who also serves as clerk to the supervisors, when this was brought to her attention, she mailed forms to each of the supervisors, requesting they bring the completed forms to the February board meeting.
Bruce said she also gave forms to clerks for the planning commission and board of zoning appeals to mail to their respective board members in January.
According to the records in the clerk’s office, only newly appointed BZA members Charles K. Estes and Peter Kramer met the filing deadline.
Estes returned his disclosure form on February 25, 1981, and Kramer on February 13. As they were not appointed to the BZA until January, neither is required to have his form in until December 31, 1981.
Passing the December 31 deadline for 1980 were supervisors Clarence Baldwin (January 30, 1981). J. R.
