According to Mrs. Massie, the discipline committee had been given “clear indication” that not all the young people involved in the recent drinking incident on a school bus returning from a basketball game had been “found out” despite five hours of investigation by the administration.
She added that administrators felt they couldn’t determine the identities of each and every guilty student even with five more hours of work.
The question the discipline committee had to answer, she said, was “were these young people going to take the punishment for everyone?" This uncertainty over catching all the violators apparently was a deciding factor in the two-day suspensions handed out to the drinkers.
In addition, it seems that the discipline committee expected peer pressure to serve as further punishment. Mrs. Massie said that she thought "the young people might be concerned that the students kicked off the basketball team had let the whole student body down.”
In addition. Mrs. Massie noted that the discipline committee, in deciding on punishment. took into consideration that the members of the team knew the consequences of their actions in drinking on the school bus since penalties are spelled out in the athletic handbook. (According to the RCHS Athletic Handbook, "guidelines" call for the removal of an athlete from a team and forfeiture of all awards won that season for (I) possession of alcohol or illicit drugs on school property or for transporting same away from or to school property and (2) use of alcohol, illicit drugs or tobacco on school property.)
