Faced with teacher concerns over enforcement of drug and alcohol policy, the Rappahannock school board ruled in a majority vote last Tuesday that the trip to Williamsburg planned by the RCHS senior class can proceed as a non-school sanctioned activity.
In effect, this means that civil law instead of the rules and regulations adopted by the school board will govern student conduct. Responsibility for enforcement of civil law rests with police, not with teacher or parent chaperones or other private individuals.
“Performance of teachers, disciplinary action and student conduct relating to the senior class trip” first came up in a half-hour executive session that ended at 11:30 p.m.
Upon the return to open meeting, superintendent William Bloomer reported that he'd contacted commonwealth attorney Douglas Baumgardner as requested by the board to answer questions related to the senior trip.
According to Bloomer, the questions came as the result of concerns from teacherchaperones raised at an unannounced meeting with the board held the previous Wednesday.
After review with the chaperones, the board and legal counsel, the superintendent said, he arrived at the following recommendations:
