An effort through legal channels to force the board to hold timely discipline hearings proved unsuccessful when the board’s position was upheld on the grounds that the parents had failed to exhaust administrative remedies.
Then in September. 1980, following advice from commonwealth attorney Douglas Baumgardner, a special discipline committee of Beverly Massie and Nelson Lane was appointed to hear drug and alcohol policy cases within 10 days of an alleged violation. Even with this change, however, charges persist that the board has not acted fairly in dealing with violations.
