Accused at last Tuesday's meeting of inconsistent application of drug and alcohol regulations, the Rappahannock School Board failed to explain fully why penalties recently meted out for possession, consumption and distribution of alcohol were less severe than punishment administered last year for alcohol possession only.
The schools' revised drug and alcohol policy was adopted in January. 1980, after months of parent and student surveys, debates and discussion. Argument did not end, however, with the vote to adopt new regulations.
Problems first arose over the length of suspensions. With the board’s refusal to call special meetings for due process hearings on discipline matters, suspension varied from case to case, dependent on timing rather than the severity of the offense.
