Why No Counseling?
‘‘Why was the drug education program discontinued?'' asked Dougherty. He reported that the student involved in case A had been informed by the school board that the "standard procedure" in drug and alcohol violations called for suspension from extracurricular activities and sports for one semester and attendance in a drug or alcohol education program.
This so-called "standard procedure" was not followed with any of the students found guilty of drinking on the school bus. he noted. “It doesn’t make sense! It's not right!"
Asked to respond by Eastham. superintendent William Bloomer differentiated between mental health clinic counseling and the ongoing drug and alcohol education program in the county schools. He explained that the board has sole discretionary power to require a student to attend counseling sessions for drug and alcohol at the mental health clinic.
"Surely someone caught drinking needs alcohol counseling more than someone who’s throwing alcohol away." Dougherty countered, repeating that the student in case A who was suspended for 14 days was in the process of discarding the alcohol when he was caught.
