Don Dougherty related a more recent example from earlier this year in which a student found guilty of possession, consumption and distribution of alcohol on school property was suspended for only two days and required to drop off the basketball team for the two games remaining in the season. The student in case B. he pointed out, was not required to attend alcohol abuse counseling or barred from extracurricular activities.
"Why is the enforcement of the drug and alcohol policies so inconsistent?" asked Ron Doughterty.
“One school board is not responsible for the actions of another." said chairman Beverly Massie. explaining that three of the board members serving when case A arose had been replaced by the time case B occurred. (Mrs. Massie was chairman of the board in the first instance and half of the twomember discipline committee that ruled on the second case.)
As to the difference in suspension, she said that changes in the Virginia Code prompted the board to form a discipline committee to meet the new 10-day time limit for due process hearings at which a student's guilt or innocence is determined.
Dougherty countered that the discipline committee had the authority to set suspension time consistent with that given in past cases. ‘Td like to see the board make an addition to the policy where everybody will
