has developed the plans for the community’s sewage treatment plant and the State Health Department. At that session, the authority members hope to learn more about the availability of funds for a sewage treatment system which will clean up pollution in the Thornton River caused by the village’s malfunctioning septic fields, ranked the number five health hazard in Virginia.
In addition, the WSA wants to determine what the position of the* health department and SWCB is on changes in design plans for the system intended to bring the cost of the sewage treatment facility down to where monthly user fees will be affordable to the people of Sperryville, a large majority of whom live on fixed incomes at or near the poverty level.
Construction estimates on the original lagoon design came in a million dollars over available grant funds which led to delays while plans were being redesigned and the eventual withdrawal of a grant from Housing and Urban Development and the deferral of a grant from the Environmental Protection Agency.
A portion of the original HUD grant was used, however, to install bathrooms in as many as 20 homes in the community served previously by outdoor privies. WSA member James Leake pointed out at Monday’s meeting that several of these
