Benjamin Lee Bird of Washington was appointed this week to a four-year term on the Rappahannock Board of Zoning Appeals by Circuit Court Judge Shore Robertson. He replaces James Massie whose term expired in October.
Bird brings an extensive legal background to his service on the quasi-judicial BZA. He earned both his undergraduate and law degrees from Harvard, finishing law school in 1948 after a tour of duty in the armed forces during World War II.
While in the Army Air Force, Bird served with the 5th Air Force in Australia, New Guinea, the Philippines and Okinawa from February, 1942 to October, 1945. His principal duties were in combat intelligence.
Following law school, he was attorney-advisor from 1948 to 1968 with the Office of the General Counsel, Department of the Navy, where he worked with procurement law (negotiations, drafting and administration of contracts), legislation. fiscal management and regulatory matters. From 1968 to his retirement in 1977, Bird served as Administrative Judge on the Armed Services Board of Contract Appeals. Functioning as a trial court of record, he heard and decided appeals by contractors working under federal government contracts. Active in community affairs, Bird has served as treasurer for the Langley School in McLean, chairman of the Fairfax-Falls Church
