Asked if the highway department had any up-tothe minute weather releases on what to expect in the next 24 hours. Bywaters said he has to rely on the weather reports broadcast by local radio stations for his news. The highway department used to subscribe to a special early warning weather service "but they were wrong most of the time so it was decided that it was a waste of money,” he said.
