Supervisors To Draft Ordinance

Rappahannock's Board of Supervisors wants control over issuance of permits to allow use of industrial sludge as fertilizer in the county, but they'll have to draft a local ordinance to garner the authority.
“Unless the county adopts its own ordinance, there’d be no local permit,'' Robert Dennis of the Piedmont Environmental Council told board members August 6.
Under current lew/the State Water Control Board and the State Health Department can issue without ftirther approval sludge permits in any county without a local ordinance, Dennis confirmed.
The supervisors motioned to have Commonwealth’s Attorney Peter Luke draft an ordinance giving the county the right to issue permits.
Supervisor Charles “Pete” Estes, who presided over the meeting, reconfirmed the board’s intent to hold a public hearing on the controversial sludge before any permits are granted.
• Supervisors, Planners Petitioned
Rappahannock’s Board of Supervisors was petitioned August 6 during the board’s regular meeting. The petition, which also was addressed to the Planning Commission, recommends county officials table the proposed zoning ordinance.
Forrest Whorton of Castleton presented the petition to the board. People who signed the petition believe the proposed zoning ordinance “...will place severe hardship upon property owners, restrict religious freedom more than the previous ordinance and restrict use of our homes being used for home occupations....”
The petition had 200 signatures, according to Whorton, who told supervisors. “This is the first batch. We have some more coming.”
