He recalled that earlier in the meeting, the board had reviewed the standards for issuance of a special execption permit in granting approval for construction of a second dwelling unit on a 95-acre lot. “A landfill, a solid waste management plan, is going to have a much larger impact than a second home,” Mr. Silverman said. “I think you would want to pay attention to the rules md provisions there too . . . There ire some pretty important tests which must be met under the current ordinance before a special ex:eption permit may be granted for a andfill),” he said.

Specifically, he cited findings which must be made regarding no impairment of neighboring property values or surface and groundwater quality. “It would be a great mistake to overlook those or not deal with diem in a formal way.”
