landfills to be enacted in the near future, “the price is going to go way up,” Mr. Silverman said. “How far up and how fast remains to be seen . . . The design criteria for what you’re going to build are changing every day,” he told the supervisors, adding that landfills “do indeed pollute” if not carefully designed and properly sited, “especially where you have acidic water, as you do here.”
It is the potential for groundwater and surface water pollution that poses the key questions on a sanitary landfill, according to the environmental consultant. “What’s going to happen when it rains? Where is that water going to go?”
“Planning for solid waste managemnt is a continuous activity, not just a matter of siting a dump,” Mr. Silverman said. “To do it poorly will cost you dearly in terms of property values, public health and safety and public respect,” he advised the supervisors.
