rates up Monday The United States Postal Service will raise rates for domestic mail this coming Monday, Feb. 3. The new rates are as follows: • First class: 29 cents for first ounce, 23 cents for each additional ounce (these rates apply to domestic mail and to mail addressed to military APO and FPO addresses) • Postal cards: 19 cents • Express mail: $9.95 (up to eight ounces) Flat rate envelopes (no weight limit): $13.95 • Priority mail: $2.90 (up to two pounds) Flat rate envelopes (no weight limit): $2.90 • Parcel Post: $1.74 and up • Certified mail: $1 • Return receipt: $1 The Postal Service is issuing new “make up” stamps, worth four cents, to be added to 25 cent stamps beginning Feb. 3. The “F” series Flower stamps, valued at 29 cents, will also be sold. However, the Postal Service notes, the “Make-up” and “Flower” stamps should not be used on international mail. Under international agreements, such mail requires stamps with a printed numeric value.
