According to Dixie White, who is with the Virginia Education Association Research Service, on a per pupil basis Rappahannock took the third highest cut in the state. Only Manassas City, cut 9.81 percent, and Goochland County, cut 9.19 percent, were cut more per pupil than Rappahannock.
